A completely pre-produced drama can have a double-edged sword as far as its promotion is concerned — since everything is ready, one gets a chance to show as much goodies as one can before the show hits the airwaves. On the other hand, there is a thing called too much publicity. Overall, I think it’s a positive step to film and complete dramas before they air.
